The Discretionary Bursary Programme as one of the interventions targeted at youth seeks to financially assist deserving youth with funding to acquire the necessary qualifications that enable them to perform specific occupational tasks, general administrative tasks and technical tasks.

The objectives of programme are to

  • Grant financial assistance to deserving indigent orphaned youth who undertake studies with higher institutions of learning in the fields and priority areas that would add value to the Province; and
  • Assist vulnerable deserving youth who have the potential but lack the financial resources to further their studies with higher institutions of learning in the fields and priority areas that would add value to the Province.
  • The eBursary application platform is therefore, designed to provide a digital platform that would not only assist deserving youth to efficiently make application but save on transport and mailing costs of the application forms.

    Key Information

  • The Office of the Premier offers a discretionary bursary to deserving youth from KwaZulu-Natal. The applicants to the bursary are referred to the bursary office through relevant channels.
  • The bursary is available for students who are already studying at tertiary institutions in South Africa and also for those who have successfully completed matric and have been admitted to study at a tertiary institution in South Africa.
  • Even though the Office of the Premier does not advertise its bursaries in the media, the bursary maybe applied for from January to March each year.
  • All successfully awarded bursars sign a contract with the Office of the Premier binding themselves to the completion of their studies failure to which funds expended are recouped.
  • Background

    1. The Province of KwaZulu Natal has established the Youth Chief Directorate responsible for the coordination, facilitation and monitoring the implementation of Youth programs.

    2. The activities of the Youth Chief Directorates could be summarised as follows:

    2.1 Lobbying and advocating for integration and mainstreaming of youth development in all spheres of government, the private sector and civil society.

    2.2 Initiating, implementing, facilitating, and coordinating youth development programs.

    2.3 Monitoring and evaluating youth development intervention across the board and mobilising youth for active participation in civil society engagement.
